Scanners that can program a new key fob?
The dealer wants $545 to provide an additional new key fob. I have one that works currently.
I understand the GAP tool and Nanocom scanners can program a new key.
My LR3 has a coil suspension conversion and I am wondering if there is a less expensive scanner that can still program a key, as I don't need air suspension diagnostic capabilities?
What else do people do with the GAP tool?

Perhaps because a GAP is often associated with performing functions related to a software lift?
But as you can see above OP, a GAP does a LOT, including letting you program a new key. I bought an uncut OEM key on Ebay, had a locksmith cut it, and then used the GAP tool to program it.

Yes, the GAP tool is mentioned in some of the threads I have read regarding suspension faults, and it seems to be really helpful for diagnosing EAS issues. I just had not seen it mentioned much elsewhere (except for key programming). I suppose it already pays for itself with the key if there are no other options out there, and then I would have it on hand in the extremely unlikely event that my 18 year old LR3 were to ever have an issue or throw a code
I have two LR3's, and I don't have a Gap tool. The great thing I understand about the Gap tool is that it gives you near OEM/Dealer level scanning/control of all modules and will also update software (for a nominal fee).
I have an Autel MS906BT which is great for an LR3 in that it will scan all modules, reset adaptations, register new keys, calibrate air suspension, run live data on all modules, run active testing, and from what I can tell do almost everything a GAP tool will do, EXCEPT updating software. The MS906BT is not locked to a single VIN of any make or model, and it works full featured on virtually ALL Domestic/Euro vehicles. The MS906BT is a Pro level or very heavy DIY tool. I'm not trying to make a sales pitch for my scantool but rather illustrate the differences between what may be out there.
The Gap is $500-600 for a single VIN from what I read here on the forum. Extra VINs can be added for a nominal fee. Software updates can be completed for a nominal fee. This is as close to Dealer level as you can get and at a bargain price.
My MS906BT is $1,200-$1,500 new, not locked to any VIN and is full featured for most makes/models. It has an annual subscription renewal, which is optional, for about $600/year. It still won't update LR3 software, but it will work full featured on the rest of your family and friend fleet.
The rest of your choices for lower cost scan tools are typically basic OBDII scanners. They will scan the Engine Control Module for federally mandated emission codes that trigger Check Engine Lights.
The Lemur BlueDriver is the best OBDII scanner I have used. I have 3 of them in my family fleet. On the LR3 it reads OBDII only, but it also reads live data from the ECM for Fuel Trim, O2 sensors, RPM, Engiine Temp, etc. It is cheap and works great on almost any car I've plugged it into. But, it won't do what the GAP does.
I have not tried the Autel 200 that others have mentioned for an LR3 to see what all it can do with the LR3.
Bottom line, you can't go wrong with the GAP tool on cost and features for the LR3. There are many options at higher and lower cost, but each will have their limitations.

For those interested, I found this helpful video review of Topdon (or generic) OBD2 scanner vs iCarsoft V3 vs GAP IID:
It confirmed that the iCarsoft does not program a key (and confirmed to robustness of the GAP with air suspension ride height calibration, etc).
