Default cold weather steering wheel sticks

during weather below 40 degrees F, even in garage, my steering wheel sticks, until I "pop it free" with hard turn to right. Any ideas? My fluid levels are good. I've even siphoned reservior and added new fluid on suggestion of local mechanic who does my oil changes. He says changing fluid out is a chore so this is only a partial fluid change.. Not LR mechanic - Nashville is 2.5 hrs away. Any ideas???... power steering pump going bad? or just need complete fluid change? Winter's here for us in Columbia, Ky very soon. On the LR3 which is very very similar to the LR4 a binding is generally the lower steering shaft joint going bad.
