Swapping headlights

Default Swapping headlights
Weird question, but I have a 2012 LR4 that came with halogen headlights, but I also have a set of Xenon headlights in the shop on the shelf. We tried plugging them in but only got the high beams to turn on. Anyone ever trying swapping like this, and how did you make it work?

I'm not positive about this but, I think they will have to be activated in the BCM

Were those just bulbs or the full assembly with HID ballast and wiring harness?
