Does anyone know where i can get the stock 2003-and up headlights to replace in my 2000 DII?

Are you looking for new or used? There are plenty of people parting out 03's and 4's on any of the classified section on the rover forums.

 

This looks like a good tutorial. I have not tried it, but it looks easy enough to follow.

Like Mike said, check out the for sale forum. I see a few being parted out on craigslist from time to time. They tend to be the first things to go around here, so you may have to watch your local sites pretty closely for new listings. You will need the trim pieces under the lamp housings as well.
