Alternator / voltage regulator

Post Alternator / voltage regulator

The car is a 2017 Evoque with 55K miles
The problem ... the alternator puts out less than expected voltage typically, 12.3 - 12.4 as measured with VOM meter at the battery.

Actions taken / observations
  1. New battery installed and electronics notified that it is a new battery
  2. Voltage at the battery registers 14.8 - 15.2 on deceleration or when any door / hood is open ... feels like the alternator is working
  3. Auto stop / start has not worked since I purchased the car 3 years ago.
  4. Disconnected the ground from the VOLTAGE CONVERTER CONTROL MODULE UNIT (Behind the glove box ... believe this is part of the start / stop function). Stop / start console light no longer on but do difference in voltage at battery.
Current hypothesis
  1. Alternator voltage regulator is no longer working
  2. Stop / start capacitor is shorting out.
Any thoughts?
