1997 P38 no start no crank

1997 P38 no start no crank
I have a 97 unit that when the key is put in and an attempt to start happens there is nothing.
lights and battery are good
voltages are good
bypass starter and the engine spins but not under key.
Check Engine light does not come on in key position 2
GEMS engine.
I think it may be a lost sync
HELP!!
