Same thing happened to me. Turns out the seal for the pump halves failed allowing fluid out and air in
Did you end up rebuilding the pump? I have a PS flush on my to-do list anyway, but wasn't sure how involved a rebuild would be, or if it's possible.
After rinsing piles of mud off of my wheels, brakes, suspension, and steering components, my power steering seems to be back to normal. We'll see if it stays that way or not.
Buy the rebuild kit now so that you have it ready for when she goes lol
You're much less at risk running stock tires, but anything above that will strain the pump enough to warrant at least having a backup.
I also keep a freshly rebuilt spare so I can swap them out.
Takes about 2 hours to do the swap at worst, takes 20 minutes to rebuild. You need a press or something with a decent amount of force to push the shaft in/out of the pump. It's a really simple process. 1 Buna-N condom, 1 metal type gashkit for the inside, 1 gashkit for the outer case seal and you're done

Josh Salas of Option B fame did a typically-great Josh Salas write-up years ago describing how to change just the front output housing of the t-case without removing the full t-case from the truck. There's still a lot to the and it might be easier to simply replace the entire t-case.
That's an idea to modify the t-case... but I was thinking of rebuilding/re-sealing the whole case for fun, so I thought I'd go with getting an 04 so I can rebuild at my leisure.

Thanks to Hurricane Harvey/Tropical Storm Harvey I took my 99 D2 thru 2-2.5ft of water to get in/out of my neighborhood for some supplies eariler. I got back home just in time before the flood waters came up again.
I also had to do a small recovery of my friends 03 D2 that I've been working on. I had it parked behind my house on the back property (much much lower than my house) and it was sitting in 6-8inches of water. I had to jump it, and I got it out of harms way, then of coarse it instantly sank up to the rocker panels. I then had to connect two tow straps together and use my 99 D2 (which was on the driveway) to pull it free and up onto solid ground. The ground is so saturated you can easily sink 8inches just standing there.
It's not looking good here as we're supposed to get two more days of heavy rain. We were getting gaps in the rain, but now it's solid. We'll just have to wait and see how it plays out. I'd have left a day or two ago, but where I'm at is the highest area around for miles and miles. So now I've just got to wait it out.
Well the time came for a new 1/2 frame to be installed. The old one rusted out badly and would not pass our state (PA) safety inspection. Here is some of the before and after work (with new steel TF fuel skid plate):
