Default 92 RR stuck - possible brake issue

Hey guys. I just recently added a 1992 RRC to the family and it had been sitting for the last 2 years so I know i'll have my work cut out for me on maintenance. The car had issues with being stuck in park so I've been able to get it into neutral, and I've noticed that the rear tires still won't move (plus the ebrake handle has no pressure). I'm guessing the brake is stuck on the back wheels. How do I access and unstick the e-brake? Thanks as I'm I'll be back on here with more questions.

Might also have issues with old stale fuel and varnish formed by it setting for 2 years.

Here's pages on the e-brake, and please note that it is not part of the wheel brakes, it is between transfer case and drive shaft so to speak.
