Update: I picked up our Defender today from Land Rover Denver. Initially, I was told via the Service Tech Video that the steering wheel was behaving normally when in Heat Mode but didn't get a call from the SM until a few days later. In an about face, he told me that JLR had finally approved replacement. It took another few days for a new one to arrive and be installed.

All costs were covered under warranty...
