All of us commenting to not enlarge the holes understand what the OP was thinking. We're all saying it's a bad idea and not to do it. There are other SAFE ways of achieving their objective without modifying the holes.

Everyone...Thanks!! Such a simple solution. I will get either one of the coupling links or threaded rings, ensuring it is rated for the appropriate weight rating. Didn't think I should ream out the holes, but glad to know that's a definite "No!". Great community of help here.

I know this has been best to death, but I thought I would chime in as I work in an industry that tows things. All the advice to not modify the OEM towing equipment is spot on.

Would it work to drill it out a bit to enlarge the hole? Probably. If the thing being towed broke loose and killed someone, you better believe a lawyer would tear you apart. Sounds like you got the right idea to get one of the products people shared.

On a side note, when we need to replace safety chains we have to order them from the manufacturer at $286 for roughly 6ft of chain. It sucks, but it is peace of mind that they will catch, and a hell if a lot cheaper than a lawyer discovering a Home Depot chain.

Not only lawyers, but insurance adjusters too.
