I ohm'd them out and they were not shorted, or open, but I don't think I put 12v to them... all the messing around with the wiring and relays, I will be upset if they end up not working!!

D'oh!!!! moved the radiator back to get to the plugs on the fans and ...... putting 12v directly to the connectors does NOT make the fans turn!! I even tried the same test on my other disco and the fans spun right up.

Feeling a bit stupid right now....Thanks WaltNYC for giving me a reality check!! time for some fans I guess....

New fans arrived yesterday, have the old ones out and new ones mounted in the holders, ran out of time to put them on the truck.
NOTE: I did try the new ones to test my wiring and they DO work.

Good work. Sometimes I get caught up in a repair and I know for sure that I'm overlooking some simple, basic thing or doing something in completely the wrong order. At times like that I wish I had someone next to me. Two heads are better than one.

Got outside before it got too hot and put the fans in place. got the grille back in, and all the stuff I took off to get there. One plus is that now the hood opens much easier than before! also turning on the ignition, and the A/C, I get fans running out front!! success!!

Update....
Engine temp still acting backwards, low speeds and temp is low, high speeds and temp goes up. After playing around with fans, hoses, thermostats, etc.. I came to the conclusion that the cooling system is full of 100% concentrated coolant. I drained out as much as I could siphon from the radiator and refilled with plain water. Temps went down about 10-15 degrees and it started acting normal, cooling more at higher speeds and not going over 211 at 65 mph. It was up around 220-235 before. temps outside are quite warm now, in the upper 80's to lower 90's so that doesn't help. Plan is to add Water Wetter which is supposed to drop running temps by 20 degrees so we shall see if that helps.

I tried Water Wetter it made no noticeable difference, however I found my temp also go up about 6 to 7 degrees under load on long uphills. So from 188 to 194 - 195 I have a D2 it is partly low rpm my engine floats along at 2200 rpm at 60 Mph and I get 188.6 on the flats, dropping into S for sport mode or 3rd gear helps

I have a 97 and a 99 so I have been comparing them, my 97 sits right around 191-195 depending on outside temps, my 99 varies from 195-215 on the same roads,Planning on using the Water Wetter with straight water, maybe a touch of leftove coolant if that makes any difference. I wouldn't mind 6 or 7 degrees, but I am seeing about 20. Thanks for the information!

been a bit since I updated this, replaced thermostat with a Land Rover 195 Thermostat. no change, Also started looking at fuel trim and noticed the O2 sensor on one side was stuck at 1.02v. lately it seems to have started working correctly and fuel trim has fallen back into normal range. I still have a temp spike when heading home, at night, so cooler temps and after about 5 miles, the gauge pegs almost to the top, then drops to normal for the rest of the 43 mile trip. turning on the AC makes it drop immediately. no coolant overflow and it doesn't get that hot smell.. coolant level stays steady. truck does seem to be running better the more I drive it.

Sounds almost like a primary fan issue
