well, I got the clicking, and I got the vacuum pump both making sound. However, the vacuum pump only made sound upon first test. when I tested both of them again, i got clicking on both. Could it be that the pump reached its vacuum threshhold or something? can I assume the pump and actuator work?

I think Im going to move on to the ecu. any thoughts would be appreciated. such as a picture of where it is located. I looked at RAve but it didnt help much.

Ah - but you looked in just the first place. When you find the connector number, like C284, on the wiring diagram, then you go to connectors list and there is a pix and the pin-out of the connector. See attached. Take out the glove box and there it is.

thats perfect. am I suppose to test this thing, or would you suggest i just get a new one?

Use multimeter to test each pin of the connector while it's plugged in. Use the ETM as reference to test each pin for correct input or output while operating cruise control. If a pin has an unexpected value, then test further up the circuit to find the cause.
