Anyway articulation is fine. Disconnect the sways if you need more. This is with sways still on, and I still had enough flex to go up and over that rock on the right side. I have since had to trim the rear fenders on both sides though...

You will spend a fortune taking it to s shjop to Unfreeze the CDL. Why don't you remove the center console and attack it yourself? It is not that difficult. If you cannot manage that, you will have major difficulty doing anything worthwhile to your "New" Discovery.
Get lots of PB Blaster and go to work on it. Remember, shops charge by the hour and usually want to replace major assemblies, not individual little parts like the CDL Linkage.

Just getting an adequate electric fan and shroud from a donor vehicle, buying a fan control unit, removing the clutch-driven fan, and wiring the e-fan to cool the radiator instead of using the original one. It's a fairly common mod on older Jeeps and pickups with our same style of fan. Obviously a good tune-up makes more of a difference, and costs less, but I think you can usually gain about 1 MPG, possibly more on some vehicles.
Maybe it doesn't work too well on the Rover? I haven't tried it yet. It's on my list of projects to do, but it's in the "elective" category. The only real tradeoff is an extra ~20 amp load on the alternator when it's running.
