Both low beams not working
I have a 1997 Land Rover discovery, both headlights on the low beams do not work.
I pulled my headlights out and tested the bulb with the car battery and they work
I checked the main fuse box with a multimeter and all of them are good.
I tested the fuses in the engine compartment and all of them are good except the lighting fuses where I replaced boat fuses the 20 amp and 30 amp fuses but when I test them with a multimeter I still am not getting any power. I don't know if that is the cause of the headlamps not working.
I do not see any lighting relays
The headlamp fuses are on the main fuse box.
I am wondering if this could be a headlight switch
Any ideas?

For the 1997 Land Rover Discovery
I remove the cover around the steering column.
There are three Phillips screws that you have to undo on the bottom of the cover.
Turn the steering wheel for the best results to see the two screws on the headlight switch.
You will need to remove those two screws
Slide the screwdriver on the bottom right side of the headlight switch for it to unlock and pull the headlight switch out. You may need to see a YouTube movie to understand what I'm saying here.
when you're pulling the switch out there are two connections that you need to undo.
On the 1997 Land Rover Discovery after you pull the headlight switch out there is a 30 amp fuse that you may need to test to see if it's blowing.
Connect the new headlight switch back and reverse the process.
Remember before you start undo your negative battery cable.
