Simply put… Pretty apparent Steve has now reneged on his second agreement I outlined in a previous update to this forum under the same title. So, lets tally this up; he built & delivered an engine with bad parts, refused to honor his own written warranty DTD 1/28/2016 (Tommy Boy fans unite), Agreed to, and later reneged on a subsequent post-warranty agreement DTD 3/4/2016, and then embellished as to a parts shipment in an email DTD 3/16/2016 “Working on the Build Back Ship Out Package Here....”, and after dragging this on for over 2 months, now will not reply to emails, calls, or texts.
So, with that said, I am done chasing rainbows with Steve. Lucky8 now has full authority to get me back on the road.

Just an FYI, since I have been going through the same type of problem (Recently resolved). In the new world of computers there are much better ways to get your disgust and point across to a company than the BBB.

I recommend you store all the information on Google Drive or Microsoft OneDrive, so all you have to do is input a brief description followed by the link to the entire story. That hurts businesses that act badly way more than duking it out with just the BBB.
You should also see if there is a Consumer Affairs Department of the City government in that area. If your documentation is good enough and the story is convincing , they will go after the company on your behalf.
I have worked for years with PR/HR departments of large companies that do nothing but spend time fighting inaccurate postings on these sites with "Cease and Desist Orders" as well as fighting consumer affairs accusations. Companies Like ATT, Verizon Business, EMC and many others.
Believe me the worst thing that companies don't like to see is well documented accusations that are accurate.

Here is the address for the Consumer Affairs Department in OKC and The attorney General in the State. I lived in OK for a long time and believe me they don't tolerate bad behavior from companies up there.

I also noticed in the beginning of this thread that someone asked you about your credit card and I didn't see or missed your answer. If you did use your credit card that is a great tool to get some or all of your money back. It looks like you already documented what happened here and have in fact tried to work with the company in question to no avail. You can go back to the credit card company, file to reverse the charges and it will be sent to a internal credit card company mediator. With all the documentation you have you probably stand a good chance of reversing some of the charges.
Two of the worst mistakes people make when making large purchases like this is:
Paying cash
Paying with a (Non- Paypal) debit card
Best best and safest way to pay is a Paypal credit card or Paypal debit Mastercard that can be connected to your own debit card or loaded with cash. Paypal is a warrior for the consumer and will aggressively get to the bottom of the issues within days.
I have reversed charges on bad behaving companies (With a regular credit card not Paypal) 5 times over the last 7 years and never lost a case.
There is much that can be done on your own without having to involve an attorney if you can't afford one.
