i thought i read someplace that you could programme them on by a combination of keyswitch positions button pushing and the like to get them on.........

Maybe for the single button remote on earlier D1s, but not on the 2 button remote for the later ones.

Default Is a 1999 SD also a D1?

Is a 1999 SD also a D1? Would it have a single or a double remote?

Apparently they changed from D1 to D2 mid 1999, So I really couldn't tell you which you have.

A 1999 D1 would have a 2 button remote.

this is correct, you need a scanner to program a 2 button d1 remote or pay the dealer

LR Greenville wanted $100 per remote! I about told them to get f****d. The Shop quoted $50 for two remotes. Trying to find a shop in the Greenville, SC area that can do it besides the dealer.

Scratch that. Robert at Eurover in Greenville will do it for 47.50. Glad he is back open!

yeah i have a spare 2 button for my rover and will not even ask the dealer how much guess i need to find someone close with a scanner, will the snap-on scanner do it?

No. It needs to be a scanner specifically set up for Land Rovers.
