Not all Discoveries are grownup rust belt babies with rusted linkages and/or cables. There are other possible causes for inoperative items that some may not have considered or encountered. Didn't see that OP specified location or history information for vehicle. Took the time to find that D1s may have an interlock depending upon market and replied do to my previous experience.
The interlock solenoid was recently preventing my D2 from going into low. Noticed it after trans/S&M light issues began, went in/out of low smoothly prior to that. Took the time to look at the system operation and suspected it was related to the trans. Changed the x,y,z switch and it cleared both discrepancies as expected.

My solinoid was sticking , I pulled the cap on the trail , removed the wavy washer, been fine since, I would not have had that issue had I listened to scouts when my trans was out and threw out that solinoid lol
Initial issue was the shifter I had to remove, soak and beat apart with brass tools
