Engine RPMs up than down when coming to a stop

Default Engine RPMs up than down when coming to a stop

Hello Good People,

Can someone please help provide some insight into this recent issue.
I got in the truck this morning and upon stopping at an intersection the Rover RPMs increased to nearly 2000 before dropping down to its normal 950. As I continued driving it would do the same a mile later at a stop sign.

Only thing I did previous was wiggle some vacuum hoses in hope of getting the cruise control operational(I think my cruise control is missing some under the hood hardware)

950 isn't normal, normal is 650-700. Make sure the PCV is clear and clean the IAC plunger and seat.

The PCV and IAC was in need of cleaning.
Now I am between 650-700
