1.2 mpg will add up over time but I'm with you on your decision to put it back on. The fans on these motors don't really drag them down much and the 1.2mpg may fluctuate anyway. Clutch fans are one of those things that get hyped up as a serious mod when most of the time removing them makes little or no difference as you've experienced. Thanks for posting up your results now we have a figure to go on instead of a guess.
Last week driving it back and forth to work resulted in no MPG increase, the increase was the 150 miles of expressway driving to the inlaws.

This last summer mine only locked up while in city traffic, so I dont know how much increase one would get with no clutch fan on a Rover because as we all know you can watch the fuel gauge move while sitting at a stop light. lol
