I know this is an older topic but I came across it and had to add to the mystery. We've had our '96 D1 for a couple years now and it only holds 16 gallons also (verified). We recently added a '97 D1 SE7 and I was perplexed by the mileage we were getting based on the gauge reading. Calculations based on mileage to gallons used show them both at 12-14mpg. Figuring it was a sender/gauge issue I investigated. All is as it should be on the '97 and it holds what is specified in the manual but the 96 doesn't.
