Default Fuel pump-power issue 96 Disco

Happy Holidays!
Ok, I am a novice with mechanical stuff...but I can do some basic stuff. Really wanting to just start doing stuff on my own.

So my 1996 series I Disco wouldn't start. I called a local rover mechanic and explained the issue. Essentially, it wont turn over. All other vehicle electrical seems fine..except the fuel gauge wont register at all and it is 3/4's full. He said it was a fuel pump. I ordered the fuel pump and put it in today. Rover has 150K on it...seemed reasonable. No issues on install. Turned it over...wouldn't start. Called him back..said it was the fuel pump relay, picked up the part..put it in...wont start, (fuel pump isnt even turning on). All fuses are fine. Checked the fuel inertia switch...nothing. I checked power to the pump, nothing...(Should have checked that first..Im a novice!) Any suggestions...

If it wont turn over the battery is dead or the starter is bad.
If it wont start its either not getting spark or fuel.
If the fuel pump is not getting power check all fuses and relays, under the hood fuses too.

Thanks for the reply. It does turn over and battery is good. All fuses are good as well, under hood too. Oddly, the fuses are good, it turns over, but when I put the volt meter on the fuses under hood (on right side)..... (ie..ignition fuse..etc, I get no voltage registering on the meter) Not sure how that can be possible, because it turns over with no problem. ????

I believe the starter is under the dash fuse #17 main fuse box.
My 98 has a wire from the fuse box (the one under the hood) going straight to the battery + terminal.

4. RH headlight main beam
5. LH headlight main beam
6. Cigar lighter
7. Airbag SRS
8. RH side lights
9. Rear fog guard lights
10. RH headlight dipped beam
11. LH headlight dipped beam
12. Multi-function unit
13. Ignition feed for Multi-function unit
14. Instruments, reversing lights
15. Air conditioning, windows
16. Washers & wipers - front
17. Starter, glow plug

18. Wash/wipe - rear, mirrors, cruise control

If you don't find the problem and you have also checked the signal from the crank sensor to make sure it is good, then send me your number and I'll call you today.

Thanks for the tip and offer to help! After I checked all the fuses, I still didn't have power at my fuel pump. Being that I dont do a lot of mechanical stuff to my rover...I should have checked power to it before I just replaced it....same goes for the Fuel Pump Relay that I replaced. Lesson Learned...
What I did do is look online for some other likely causes. Turns out, the issue was the wiring harness connection on the rear left side of the gas tank (between the tank and frame-attached to the floor) The harness has a connection that splits off to power the fuel pump and the rear lights etc. That connection is totally exposed to dirt, moisture etc spraying up from the rear left tire when driving. I had left the key turned on and started tracing the electrical from the tank back to the relay, hoping that if I moved a bad ground or connection it would complete the circuit. As soon as I got to that connection, I heard the fuel pump kick on. So, by just spraying 10 cents of WD-40 on the connection to clean it up...the problem was quickly solved. Wish I had thought of power supply to the fuel pump before I went and got a fuel pump, but I guess that is how I learn.
I would have thought that Landrover would have made this connection a little more durable...and the location is not ideal due to mud, snow, dust etc..being sprayed up on it when you drive.
