Default Help with all kinds Anti Lock light and no 12v cig. power

Hello I was wondering if any one had a few mins to help me. Tanks in advance.

I bought this Diso 1997 SE7 I back in OCT and its pretty much in Mint except for a few things.

ODBII has no power along with 12v cig. outet.

Anti lock brake light is always on.

Cruise control dose not work or has not power, i replaced dry rot lines ( dont know how to test )

a lot of the back lights for the center consul controls have not lights along with the Park, drive reverse ect... could be just bad bulbs. have not checked yet.

Also there is this missing relay or so i think. Do i need this relay ?? the pictures show it. Its facing the floor but behine the glove box.

the other pic is showing this wire cut ?? it was taped up on the side. the cut wire is going to the alarm box, AMR 6428. Is this right ?
***Its the Black and White Wire that is cut. the pic dose not show the cut portion.***

Just to let you know, I have checked every fuse I could find. re seeded them and cleaned the connector. all good.

Default

Motion detector sensor cut wire disabled.

F3 sattelite fuse panel 2 under dash, for OBDII port

F6 main fuse panel 20 amp, for lighter

May also be a bolted in fuse link in the underhood dash panel.

Exclamation Sugestions ?

Hello, thanks for replaying. I did recheck those fuses just in case. Fuses are good. I used my volt meeter to check current. All working.

I will look again under my hood for more hided fuses. I not sure what else to do, any one else have any thing?

I did look at wire diagram before and some things that are on the same power wires as the cig lighter are working. sooo its strange. ill have a look at more diagrams to learn more hopefully.

I also need to track down that missing relay and see if its needed.
