High Idle 97 Disco
I have tested all of the usual culprits and the only thing that I can come up with is that my iac thinks it's -39 degrees. I have tested the signal wire and the ground and they are both good. Btw the sensor is brand spanky out of the box because I figured it was the problem.
Could anyone please offer some insight into my issue?

IAC or IAT? I assume iat, because that reads intake air temp. Iac controls idle flow. While I can assume you mean one thing though, you could have replaced the other. If your iat is new though and still reading -39 then there is an electrical problem somewhere. If you replaced your iac, then you need to look at your iat.

Okay, that's good. Sadly I haven't learned too much about the iat and it's communication with the ecm. The RAVE has little to no information about its operation. I do know that prior to starting my truck, my scangauge says -40 for the temp reading, but once it's established connection it will read normal. Also, if I disconnect it, the number auto jumps to 199. Based on that info, I would guess that your iat is not sending any info to the ecm at all. I would trace back the wires and see if it's grounding out somewhere or cut. Hope that helps
