water causing rough running

any ideas why when I drive thru water on the road, I have to pull off the road because my rover will not run, it idles fine but will not do any thing else, I have a 97 discovery. any ideas???

The ECU is getting wet, it is on the passenger fender.
Unhook the battery, remove the ECU, open it.
Dry it out, use silicon sealant to re-seal it.
Put it back, hook the battery back up.
