Default Whirring noise from headlight

I'm hearing a whirring noise from behind the passenger-side headlight when I switch them on, the headlights are also extremely dim despite fitting a new battery. Any ideas?

R-reg 300tdi, by the way!

The extra amperage is straining a worn-out alternator?

LH or RH drive? Measure battery volts on terminals of battery? Good connections all around? On NAS vehicles there is a 12 volt pump for cruise vacuum behind the left front head light.

Your bulb is burnt out, the dim light you see is from the "city light".
Turn just your parking lights on and I bet the drivers side is the same brightness as the passenger side.

It could be they are turning to point at you, motor driven to look into your soul.

Keep a fire extinguisher in sight, see smoke, don't wait, pull pin and yell obscenities allot.
