Default 03 HSE7 Jump Seats not wanting to release to fold up

I cannot figure these things out. Both of the seat backs fill fold down but not "lock" in place and then neither one of the straps release the locking mechanism to fold up. Anyone tell me what to spray with lube or what to look for to get these to release. This is starting to get aggravating

Have you checked these (black) circled areas to see if there is grit or small stones preventing the seat's feet - jaw clamps (green circled) from closing shut?

If the seat's jaw clamp does not close tight onto the inverted U-shaped latches, the seat back will not raise. IIRC, there is an internal cable or spring system under the seat base frame that connects the seat base jaw clamps to the strap for releasing the seat base into an upright position.

I remember that one of mine wouldn't release the seat from the locked down position because the pull wire was stretched. I had to wrangle my arm in under the seat to pull on the wire manually.
It's not a difficult system, and pretty much every component can be seen without taking anything apart. Just follow the path of operations, trying to move the components until something seems like it's going to release. And yes, penetrating spray will help with the lock jaws.
