Why the paper filter? how does this help?

It doesnt, but using a "oiled" ait filter like a K&N air filter lets in more dirt as well as the oil from the filter is you over oil it and then it kills your MAF sensor.

The owners manual also suggests to put the tranny in N at stop lights to conserve fuel. I do it sometimes but forget to put it back in D and I just rev up and don't go anywhere. Silly me.

The manual is wrong your vehical rev's higher in neutral

before you begin to correct certain members, do your research and take into consideration that some rovers are in better shape than others and do not idle higher in Neutral, check your IAC Valve...

Shifting into neutral will remove the load from the engine, so even IF your engine did idle higher there would be no load on it, no load means less fuel used.
