Default 2004 DII No horn or radio working

I just purchased a 2004 DII for my wife. Her second one (we lost the first one during Hurricane Katrina) on the steering wheel controls when the horn button is depressed nothing. The radio has no power at all. The cruise control button lights up but, it's not working either. I understand that the cruise control is vacuum operated and I will trace that problem. For the horn and radio I tracked all fuses under the hood and under the steering column and they are all good. I even checked the back of the radio and that fuse is good. So my question is: if the clock spring is not working would it control both the horn and the radio? Any suggestion would be greatly appreciated. On a side note not sure if this has anything to do with the horns working properly, when I depress the lock button on the key fob the horns sound.???

i dont know of the top of my head, but if you download or look at the rave electrical diagrams you may be able to find your answers

Clock spring should not affect the radio itself, only the radio controls on the steering wheel.

Changed clock spring out, horn works again. Still can't figure out why no power to radio though!
