99 II - Power Steering Pump or PS Box?
Dont' know if pump or box.
Drove to final destination with no problems, parked car overnight outside. Temperature dropped to 5 degrees overnight, and 15 in morning. I went to turn the ignition over, and a loud whining erupted and subsided. When I tried to turn the steering it was difficult and made a loud moan-whining sound. There were no leaks. I drove the car home with no turning issues, but the sound persisted. When I arrived home, the hose had sprung a leak and fluid flowed out. Replaced the hose and fluid - no leaks, but the moaning-whining sound continues at start-up and when turn steering wheel.

I got into it and found a leak in the low pressure line from the pump to the reservoir. It's leaking right at the pump. I cut back the hose and stopped the leak. But found that it is still leaks over time. Looks like I will be replacing the line. I believe it's drawing in air when running causing the reservoir to foam and the pump to moan. p/s the fluid is brown and needs to be flushed.
