Ahhh poor rover!
So Rob at MIT has found these problems with my rover today.
1. T-case not engaging... His opinion look for a used one, instead of rebuild.
2. Oil cooler lines both in and out are leaking bad... Replace both.
3. Serpentine belt needs replaced.
4. Wiper motor and assembly being replaced... Goodness!
Havent decided what im going to do... I cant afford all these fixes!

What do you mean t-case not engaging? You mean you can't engage the diff lock? Have you checked the linkage to see if it is working properly? If it is only a CDL problem I would take care of this issue last.
Start by the most important problems and work your way through
Wipers if not done already, check for used parts, Oil cooler lines (depends how bad they leak, do they leave a big puddle overnight?) they vary from 50$ to 100$ @ AB and this is a very easy job to do. Serpentine belt 30$ @ AB easier than an oil change to do. You might also want to replace the bearing of the tensioner at the same time to avoid further problems. If you do all these repairs yourself, I believe you can tackle all the work for around 250$.

Rob said he can force it to engage but thats the only way to engage it. And also said there is a lot of play in the driveline. Im not gonna replace it quite yet. I dont need 4LO for a while. Hmm maybe i will look at doing the stuff my self. it is summer! Only thing i had done were my wipers...411$ goodness! but oh well i needed them fixed! now i think il fix the serp next.

Do yourself a favor and do the belt and hoses yourself. They are pretty easy.
As for the CDL, did he take the linkage off and try it manually? If not, and he forced it, instead of taking it apart and cleaning and lubing it, he may have bent the linkage. That will make it hard to shift all of the time, but by no means do you need a new case. Also make dang sure your driveline play is in the case before you replace it. Hate for your to swap cases only to find your front diff is gone.

I don't know who this guy is you got doing your diagnosis, but I think he is fukking you bad. The linkages for shifting the transfer case from high to low and for engaing and disengaging the Center Diff Lock are pretty simple mechanical linkages. The biggest problem in correcting a problem with either is the accessability. You have to remove the center console completely to get to everything.
Mine was completely frozen when I bought my 97 Disco. That was the first repair I did on my Disco. There is a lot of info on DiscoWeb.com on how to accomplish it. There are a few little pieces (clevis pins and spring clips) that I ended up buying all those little pieces from Rovers North for just a few bucks. With some simple dissassembly you can replace the little devils and relube the shift mechanism and linkages. I also had to replace the electrical switch that has a spring loaded plunger that turns on the CDL engaged light and completes the circuit involved with the CDL engagement.
Download trhe RAVE manual, it is all detailed in there. Here's a few pics of mine.
Don't trust your vehicle to anyone who "forces" something to work and tells you to look for a replacement.
If you don't think you can afford to fix it, then park it and I will come take it off your hands.........
