Is it possible that the spark plugs were over-torqued and cracked their ceramic insulation right above the part of the engine where you saw arcing?

I would suspect that it is indeed coming past the boot and only looks like it's coming from the base.
This. The porcelain insulator is probably cracked at the base making it look like its coming from the base.

But isn't it unlikely that would be the case for all eight spark plugs? And even if that were the case, wouldn't they arc to the base of the plug instead of to the head?

Defective or overtorqued/cracked plugs maybe?

Cracked insulator.
Gap to far.
Some substance LIKE ANTISIEZE OR SILICONE on the threads.
Paint on the heads, threads.
I also read somewhere once about the wrong temp/plug/resistance can cause this...are you positive you have the right plugs?
Loose plugs.

Once I had painted a Chevy V8 distributor cap with lead paint...late 70's, early 80's. Car ran like crap. When you ran the car at night in the dark current was flowing all over the cap...looked pretty cool actually.

Idk why the posts in this thread are going south. Kind of comical.
