Where does the plug that's on the Ashcroft housing plug into? Does the 03 not have a place to connect it?

Correct, 2003s (and some 2002s) don't have a CDL control nipple on the transfer case. You'll need either a replacement transfer case, or a new front housing that already contains the necessary parts. Something like this: https://lucky8llc.com/collections/di...cdl-update-kit

That's the one I bought. Had an independent rover shop install it and theres a green and black plug I believe. I would have to go back under there a double check the color. That isn't connected to anything. Even the guy who installed it said he couldn't find a place to plug it in at. I read a on a few threads that that plug might be for the dash light.

Have you considered emailing Lucky8 (if you bought from them) or Ashcroft? I'm hoping to do similar so I'd like to know the answer too.

This pic is a good comparison of the one without the CDL nipple (left) and with the nipple (right).

Doesn’t the Ashcroft “CDL” make the linkage unnecessary? Isn’t it a Automatic Torque Biasing diff that doesn’t need a selector?

The photo above looks just like the front output section of a regular Land Rover transfer case. Ashcroft might make other things as well, but the part being discussed would seem to be the same as any other Rover CDL.

Ok. I was under the impression that the Ashcroft unit was almost synonymous with an ATB locker, but evidently not.

ATB is the Ashcroft Torque Biasing differential. Ashcroft also makes the shifter and linkage to give access to the CDL functionality in the non 2003 (ish) t cases; and they make the parts to convert a 2003 case to have the CDL components.
