Blower Motor won't come on

Blower Motor won't come on
OK so I have a 99 Disco 2 and my blower motor won't come on at all. My a/c is working fine, evaporator is cold, the blower is the only thing not working. So far this is what I have done:
1. Tested both relays, they both work and have appropriate resistances
2. Purchased a used dash unit ( ac control), no change at all, so I doubt that I purchased a used one with the exact same problem I have.
3. Purchased a New blower motor, no change in problem
4. Tested electrical at blower motor, Good continuity on ground side, power side is like 3-5 volts. There is zero volts when the blower is turned off and 3-5 volts no mater what speed i set the blower to. And it also doesn' t change based on fan speed chosen. I say 3-5 because if varies the whole time I'm testing it. This is where I got real confused, why is there any voltage? how much voltage should be here? 12?
5. All fuses are good as well
I know that alot of people say that the transistor can cause the blower to function only on high, could this part also cause the blower to not function at all? I really don't want to spend money replacing parts, nor do I want to take it to the land rover dealer. so PLEASE someone help!!!

I had the same issue a few weeks ago on my 01 Disco II with 150K miles. I purchased a used passenger fuse panel from a guy on craigslist for 40 bucks and my blowers started working again. Very easy to swap out the wires and install a new one.
Did your rear a/c blowers work? Before I changed the panel none of the blowers were working.
Message me if you want the name of the guy who I bought this from as he said he had more.
