Default A/C or Heater constantly blowing

Hello all!

I own a 2001 Disco 2 that I have owned since 04. I have had an ongoing issue that I really haven't attacked but want to now and I could use some input. When I power off the A/C or heater using the button on the console, I still feel A/C or heat blowing. It is like it never really shuts off and it get kind of annoying.

The A/C or heater unit has 5 settings (I believe that is the number). And, when I turn the power off, it still feels like it is blowing on the lowest setting, regardless of what setting it was on previously.

Even if you have the a/c off, with the setting on 0. You will still feel air coming through, my guess is because your car is moving and forcing air through the engine . If you turn on the button that is right next to the a/c button (the one that recirculates the air inside of the car, instead of bringing in air from outside) you won't feel it as much. You could also adjust the temperature gauge to be right in the middle, even though it's off.

I know that traveling down the road will cause air to rush in if I am not circulating from within the vehicle. But, I have never owned a vehicle that allows this much to come in when off. It shouldn't allow any in when off. It is rather annoying as I feel like I am playing with the ac more than I get to play with the cd player.

The Fed's require a given amount of air to flow thru the passenger compartment, even when off.
