Default A/C & Heater doesn't blow air

Hello!

I recently purchased a 99 Discovery 2, the A/C & Heater won't blow air. However, when I'm in motion, I can feel cold air coming through, but when I stop the air also stops. Does this sound like a bad blower? I checked the relay, it works. All controls work, A/C compressor turns on. I live in Texas and its killing me to not have A/C. Any help/suggestions would be appreciated.

It could be a bad blower motor, applying power straight to motor will answer that.

Most likely it's the cracked solder problem in the interior fuse block.

I have had 2 of the wiring plugs melt. You can access the blower motor under pass footwell. Pull the plug and the 3 or 4 bolts that keeps it together and you will see if itnis melted. Cut the plug off and Re-wire with butt connectors and you will be back in business.
