The temperature that the A/C or CC operates to is relative to the cabin temperature existing. For instance, if the cabin temp is say 25C and you set the CC to 28C it will blow hot but if you set it to 24/23C or lower it will blow cold. It will depend on the reaction time of the in-duct sensor also and the recognition of the temp by the A/C controller head. All this is best done with an independent but accurate thermometer, preferably electronic digital type. Don't rely on the instruments in the dash as they are commercial average rubbish. For setting up I tend to use the recirc button and then the external air ingress. IMO it's best done in a relatively constant temperature say inside a garage as the exterior ambient temperature fluctuates too rapidly.
