Most live data scanners will show volts from O2s out to three decimal places, some cheap meters don't go that far. So the answer is either, but both are handy to own. And this may be a good excuse to buy an Ultra Gauge.

Might also inspect the wire harness for damage as well as the connection for oil or dirt.
Have you been going thru a lot of oil or coolant on bank 1 that could be contaminating that 02?

It did have oil leaking on that side. Would cleaning out work? I could try that while I get a hold of a good scanner.

You won't know till you clean it but the leaking v/c gasket will allow oil to get on the connection and mess with your 02.

Oil leak has been fixed, I have a buddy with a Hawkeye scanner and he is coming over to help out.

Did you clean the 02 connections with electric contact cleaner?

Not yet, my father in law, who is 86, fell and broke his ankle. I have been dealing with that, as a stay at home dad, but my buddy will be here today and I can get to work on it.

The readings are odd. It starts up and has voltage, then it reads 0 volts and % and open. Bank 2 shows proper numbers and closed. Now when you rev the engine the numbers go back up, back to idle the numbers go to 0. He is coming back next week to do a point to point test to check the connector and wiring.
