Cold air under the dash while driving

The air, noise, and moister is coming in from the wheel well as there is nothing from blocking it. It then goes and finds a way past your door seals into the cabin.
I don't have the part number but, here would be my recommendation...
Take the wheel off and check the wheel liner for fitment/ tears. You may need to order a new one.
Easy cheap approach...get some expanding foam or caulking and fill the gap from the door side.

Because if it's a hole of some sort which outside air is coming in then water might be able to come in. I don't want my rover to be ragged.
