as i was driving home i noticed that that the temp gauge was starting to rise. i pulled over to find the bleeder cap on the hose directly over the fan had given up and was spraying coolant all over the engine. so i removed the filler cap to let the pressure out wrapped it in about 15 foot of duct tape filled it with water and drove to the dealer. they of course did not have the part, it will be here Wednesday at the earliest. when i asked the parts guy at LR of flatirons about just splicing it with a piece of hose he said he wouldn't recommended as it was a pressure relief screw not just a bleed point. is this true? from searching the forum it appears that it is just for bleeding the system and not the equivalent of the metal style radiator cap. could i survive by splicing it or should i wait for the part. its my sole means of transportation.

You have no options, get the new updated hose assembly that will come with a bleed screw built into the black tee, not the hose which was superceeded 5 years ago because of this type of failure.
By the way, that bleed screw is just that, it is not also a vent, someone is giving you some bad information.
Any of the on-line Rover sites like Atlantic British have this new hose assembly.
