Count the strokes by watching the needle of the pressure gauge and use the same count for each cylinder. Since wet test was still low, could be valves or head gasket. Exhaust valves have hard lives in there. Maybe get the valves closed, then apply some compressed air into the spark plug hole, then listed at tail pipe and throttle and oil filler to see where leak is going. Take care for safety to mind potential for crank rotation when applying compressed air.

then I remove all plugs, disconnect the fuses for throttle and ignition, squirt a bit of oil in the cylinder and test it. Correct?
Hot engine. Read above from John. Block the throttle plate open, and make sure that fuel is not being injected into the cyls. As he says, same number of pumps on each cyl and record each reading. You are looking first for consistency between them, then the absolute pressure second. If you activate the starter remotely instead of with the key (there are a couple of ways to do this on our trucks) then you don't need to worry about fuel since that system won't be energized.

Kind of surprised no one has recommended a leakdown tester, I think Oreilly rents one? Anyway that will help narrow down the leakage to valves or rings, intake or exhaust, which cylinder, etc.
