Default D II no start - electrical for sure..

Need ideas on figuring out why the starter isn't working. Checked/ cleaned grounds to strut. Swapped out a working battery.. Have 12v at the solenoid when the key is turned. Dash lights etc work.\
Checked underhood fuses, none blown. Meter reads voltage where it should on starter.
Thanks..

Is the starter turning or just nothing at all when you turn the key? Could the starter be bad itself? If not possibly a problem in start sequence such as a relay or ignition...I haven't looked at the schematic or anything nor have I had your problem but that is where I would start.....

Hook up the jumper cables and give that a shot, if no luck there then check all grounds to frame to firewall make sure they are clean & tight.
