Default dash switch only controls drivers door?

I just purchased an 03 discovery se, and it didn't come with the key fob. I can unlock the door and disable alarm using the key, and if I click it twice to the right it locks all the doors. However, when I unlock it I can hear all doors making a noise, but none of them unlock. When I get in and use the dash switch, it only controls the drivers door, locks and unlocks just fine, but nothing from any of the other doors. I've searched all through the forums and haven't found a problem quite like this. I have a hard time thinking that 4 of the 5 actuators went bad at the same time. Any suggestions?

If you'll download the RAVE shop manual set (free links below) the schematic diagram shows that the IDM module that is part of the fuse panel sends volts to door motors, and reverses to them to un lock. In theory it would be possible to have a bad IDM module, which means swap of the fuse panel. You may want to meter at a door motor to be sure it is getting volts in both conditions before deciding on replace of the fuse block and IDM.

As Savannah Buzz said..checking that the correct power/ground signals are getting sent to the lock actuators would be a good first step. It would not surprise me to find that all but one lock actuator is bad though...I just bought an 04 and had to replace three actuators at 113k miles. I'm going to disable the auto lock that locks the doors as you start driving today to prevent excessive wear on the actuators

And while you are in there consider disable (cut the wire) for superlock. If you superlock the truck, and then something fails, you are in quite a pickle as mechanical locks stop working.

Agreed...nothing like having to rip off a door panel and cut a latch open because the latch failed in superlock mode
And, on an unrelated note, Go Jackets! I'm a ME student at Tech

Pulled the fuse panel out and there is some corrosion on it so I'm hoping that is the problem, I ordered one should be here friday. Is there any way to test the actuators by sending 12 volts to it manually (with a battery or something)?
