Well in Texas if you have not completed the drive cycles it will fail inspection anyway. So driving the car with the OBDII and clearing the codes before you get inspected I don't think will help you pass.

Same here in RI- need to complete cycles. If I have a OBD II reader on board, then I'll be able to tell when the cycles are complete and bring the vehicle in for inspection. Just trying to find out if I can run a OBD II scan tool while driving.

Yes it's fine to run the scan tool as monitor. Just remember every time you clear you are starting the cycle over.
