Default Door Check Stop

I'm looking for advice on fixing a door check stop (the hinge that prevents your door from swinging all the way out). It's for the front driver's side door.

So the problem is that the internal weld has broken. This panel appears to be welded and seam sealed in (can't get into the back side of it without drilling). I drilled and tapped two 1/4-20 screws and it is keeping it in place but it makes an annoying clicking sound when opening and closing the door.

Does anyone have experience fixing one of these? Is it possible to do without welding? - I don't have a welder in my garage.

Attached photo shows the hinge/mount in question. The orange color is fluid film and not rust.
