Electrical and starting question.

Hello,
First question. When I turn the headlight switch to parking lights, everything works (parking lights, taillights, dash lights). When I turn the switch to the headlight position, the headlights work, but I lose my dash lights and rear lights. Any thoughts? The turn signals works fine. Worn out stem, bad ground, replace the turn signal/headlight stem?
Second question. I'm getting spark, all fuses check out, but while the engine turns over with no problem (brand new Optima yellow top), all of a sudden she will not start. I'm guessing the CPS dumped on me? (FYI, since I have owned her, she has started right up and runs very nice, took a 6 mile test drive yesterday after I finished the lift and put the new tires on, fired right up ran perfectly. An hour later, no joy.)

HD greeseable front drive shaft
Optima Yellow Top Battery
Kenwood Reciever
Lowrance HDS5 mounted on the dash
Falconworks shuttle valve replacement in ABS modulator
New front windshield
New spark plugs
K&N air filter
Tactical Rovers front winch bumper (will order monday)
New valve cover gaskets (install next week)
Engine block heater (will order monday)
