Default Emissions Issues

I've recently purchased a 1999 Disco I SD and have been working through the emissions system to clear the codes and pass the state emissions test. I've finally finished with changing the Cats and all 4 O2 sensors. My final issue is that the Evap system still registers incomplete using my OBD II reader. I have completed the drive cycle as noted in the RAVE manual and am a little stuck here.

Any ideas? The shop manual just doens't give any detail on how to diagnose this system except for hooking it to the test book. Which means a trip to the dealer....I'm seriously avoiding that useless expense...ask me later and I'll tell you why.

it can take sometime to pass this test... however, in virginia, and several other states, depends on where you are, the evap moniter does not have to be completed, only cant read a fault, get it tested and see what happens, or just give it a few days

It hasn't thrown a code, which would probably be helpful to identify a starting place. It just lists as incomplete.

I have changed plugs, wires, air filter, fuel filter. Is there something else I should consider?

if theres no cade, theres no problem... the test just has to run, it will, give it time... or just go get the emmisions test done and see what happens

You will need to replace the plug wires. You can only use OEM or Magnecor plug wires. But if you are not throwing any codes then you have no worries. Yet.

I put Bosch wires on mine and they lasted 6 months. I replaced them under warranty and about 6 months later, I just bought Magnacors. been a year now with no problems. The Bosch wires don't have proper insulation to protect in that hot engine compartment...
