Sounds like an aftermarket alarm with a remote starter. A key module is usually wired in under the dash somewhere to allow the truck to start without a Key in the ignition

Mine had a "key" that looked like this, under the dash. If it wasn't plugged in, the truck won't start.

Just an Update. Him and another guy on base got it running. It ended up being one of the fuses. 2 weeks sitting there for a blown fuse. I was leaving this thursday for the 2 day ride there on my motorcycle if he didn't have it running.
