If you're looking for someone that has something that will work there are probably more than I can think of: autologic, hawkeye, nanocom, faultmate, rovacom, testbook.

BTW, you could also just bypass all the stock wiring. Probly cheaper than messing with the BCU. Wire the stock switch to activate the relay, and wire the relay to the lights and power. It would look stock.
I'd also troubleshoot the system with a test light or multimeter before I dug into the BCU. A faulty wire or relay seems likely to me. Relays especially tend to fail with disuse. You could try lightly smacking the relay with a screwdriver while someone presses the Fog Lamp switch. That might break it loose.
