Head light washers lol

Default Head light washers lol
So the head lamp washers constantly just leak out washer fluid which is annoying having to fill it up more often. Besides just plugging the hoses what's something else to change out to fix the problem?

There is a little valve inline which keeps the fluid from draining they can get stuck & once that happens = they cry lol

Is this an easy thing to change out or do I have to remove the whole bumper?
