Default Headlight problem, one shines normal the other just shows parking lights

When I turn on my headlights the right one will turn on completely but then the left side will just show the parking lights (i.e. if you turn the light switch just one click rather than two.) where the amber turn signal light is illuminated about 50% and the headlights are not bright at all (just the dull shine of the parking light.)

So my question is: Is this an electrical issue, or do I just simply need to replace the headlight bulb? And if it is an electrical issue how can I go about finding and fixing it? If it is a bulb issue, how do I replace the bulb? Does the fact that I have a brush guard make it difficult to get to?

Any feedback would be greatly appreciated.

I've changed my headlight bulbs w/o any problems. 2000 Disco II with brush guards

your low beam is burned out, open the hood, and there's an access from the back of the headlight to change the bulb

Evan, before asking a question like that why not check it for your self, you might even get a better idea what makes it tick.
Yes it is burned out and always replace your lights in pairs so the color and brightness are the same.

And the fact that once one bulb reaches the end of it's life the other can't be far behind... in my county it is an $85 ticket for driving with any bulb out (even tag and marker lights) - just a sign of the economic times...

Just so you know, the same holds true for your rear lights, check them once a year and replace in pairs if you see bulbs that are starting to turn black. Also if you want a little brighter light, replace your old bulbs with long life type bulbs which not only last longer but are brighter.
